Yeah that's what it sounds like. It' is possible that your county doesn't require a license, but I would be worried about my dog getting lost and them only holding him for two days. Usually if a rabies license is required you need some sort of official license to verify it. Does you county have a website? By the way, when I was researching Tennessee laws, so many places thought the term "dog license" was a "breeder's license", and used the terms interchangeably. So you want to make sure they know you just want to register your dog.
