Default Needing advice

Hi! new to this site. I have a 7 year old yorkie who came to me as a fairly traumatized little man. His first 2 years of life were spent on the end of a 16 inch leash attached to the bed leg. He had papers around him and his food and water. He was limited to this space most of the time as his owner was disabled and couldn't take him outside to potty or play. As you can imagine he was a neurotic mess when I rescued him. He had no idea what outside was all about, or how to play. He circled continually which he still will do occasionally. I have never been able to housebreak him and he hikes his leg on everything. Luckily I have laminate floors that are easily cleaned but doesn't help my other things. I have tried a belly band but he is always soaking through it even though I change it frequently. So I gave that idea up. Is there a better way to deal with this like panties like for bitches or something else someone can recommend? Thanks Melissa
