Hmmm...maybe where you live that is what is required, but the requirements vary from state to state, county to county. So that's not necessarily the case for everyone.
Where I live, it is required that your dogs have a current rabies vaccination, but they are not required to wear the tags at all times--you just have to be able to provide proof that they've had them. They issue a certificate with vac/exp dates that have a picture of your dog on them AND tag. My 3 have collars, with their tags on them that they wear whenever I have to take them somewhere, but they are never on a leash with them on. (2 of my 3 woudln't even know what to do ifyou put a leash on them!
) Our hound, who spends more time outside in our yard, wears her collar 24/7 with her tags on them.
I think this is really just one of those issues where you need to be aware of all possibilities and best judge what you think is right for your situation yourself.
