I didn't mean to be insulting but the bitch with pups should have not been accessable to the other bitch. If they fight in heat they should be seperated while in heat. Again, when I have a bitch with pups they are in a completely different room and the other dogs do not have access to the bitch with pups is all I'm saying. Fighting and drawing blood is a very serious problem.
I know that my two males are very well socialized BUT I do know they have agressive issues with each other over squeaky toys so we are always on alert with them when they are in the mood to play with them and they are supervised and put in pens when we are away so they won't be tempted to play with a squeaky since the toys are always available.
I do believe in some cases the adults can be at fault but not on purpose perse as in letting a known bitch that can be agressive/jealous as you said in your own words while in heat and then they should be seperated until the heat passes. You also stated that you can't seperate them because they are free to roam the house. Please don't take offense and I'm sorry I said they may need to be more socialized as I do not know you personally.
But I do still stand behind what i said that bitches with pups need to be completely seperated so puppies dying by the deed of another bitch need not occur. Again, I apologize for the socialization part...
