I was in a bad car accident when I was 18, the only reason I'm alive is because I was not wearing a seat belt. That doesn't mean I don't wear a seatbelt on a day to day basis, in most cases it is effective of saving a life and I've been in car accidents since where wearing a seat belt was to my benefit.

Sure there may be some risks associated with collars and small breeds, but there are risks of having no collar. With everything else, you need to weigh the risks & benefits for your personal situation.
