I thought I was going to have to use Care Credit after adopting Lily. Her spay incision opened up and the vet (not the one that did the surgery) thought she would have to go back in and repair it. That's a whole different story but the vet tech said that she has never seen anyone declined. I don't know how it would have worked out, because I got a second opinion and she didn't need the repair.
