that is crazy i think
my parents have a silky and the breeder is on record so if anything happens to him he will be returned to her then she will contact my parents. She does this on all her dogs as part of the contract.
I think it would stop these thiefs from stealing dogs but then maybe they would not be cared for if they got sick
