Do you mean do they use rice to make the chip? I don't think they do, I think people say that the chip is about the same size as a grain of rice, and some people may have gotten this confused. It is correct about the scanners, but I've read that vets and pounds can get free scanners from the different companies. I would like to see more laws made to scan any new dog that comes in for treatment, and the owner on record should always be notified without the vet having any legal liability. Right now, in many states a vet can be sued if he notifies the owner on record, which is really crazy.
