I've never heard of anyone waiting until a pup has finished teething.....as milk teeth come in approximately 5 to 7 weeks and then you start all over for the adult teeth to come in which at times is not over until 8 months of age....I think this is phallacy....but, it could be very likely he's concerned about her small size 1 pound....
