We have been told it is not a big deal and they will only be charged with a $50.00 fine, but we decided to press it, and make these owners have to stand there in front of everyone, and be shamed, for there actions.
soooo glad to hear your son is coming home!!! that's great news!!!

on another note, i think that you might want to contact the D.A.'s office at the least to see if you can press charges against the owner of the dog under these circumstances. if i am remembering correctly, the person shoved your son and also prevented him from being helped by the other neighbor. that sounds like a sufficient level of participation to warrant more than a $50 fine. it's at least a battery.

also, sometimes lawyers don't know always know what they're talking about, so if the lawyer you consulted said it wasn't a big deal, i would immediately get some referrals and contact several more. almost all of them will do a free consultation and you can at least get a consensus on the law in that area. this just sounds like a very minimal response to such a serious situation.
