I wouldn't necessarily call this excite-pee. Tiki had excite-pee, and she would just quirt out pee whenever somebody would come to the door, or if she was excited to see people. It stopped around a year old.

I think your puppy is just really young, and their bladder is so tiny at 8 weeks, you really can't expect much in the way of potty training at this age. One breeder recently commented on another thread that she doesn't even start housebreaking until around 16 weeks (though you can surely start earlier). It is just amazing how often they pee when they are this young, and in a couple months it will be so much less. I really don't see this as a bad behavior, but rather just small bladder. Just keep limiting freedom in areas where you don't want her to potty, and working with her to go on pad.

Mostly, be really patient. It takes a very long time sometimes.
