I am having that problem with a puppy we got when he was 9 weeks old. I take him outside every 2 hours like all the training things tell me to do, but nothing... he just won't go outside. He walks in the door and as soon as I take off his harness he goes. He has never had a #2 outside at all. So I feel your frustration. I hope we can both find answers to this question.
