How much exercise is your dog getting in the morning before going into the xpen..how much when you come home? Does he have toys and things to chew on so he is not bored? How many hours is he in the cage? I am totally opposed to shock collars...you would not do it to a child why would you do it to a dog...but this is just my opinion.
He really sounds to me like he just doesn't want to be left alone all the time...and that he has high anxiety.
