he is young but I think being shaved will feel better then being matted as it will start to pull on his skin... you might have a hard time finding a groomer that will allow a dog without all his shots to?? Good luck... my favorite brush is a soft slicker brush... Bailey got matted when she was a puppy as well and I just started at the tip of the hair and worked my way in and got them all out but they were not so bad as I brushed her all the time...
