Exactly. That is how wolves communicate with each other in the wild. One starts howling, and it gets the others going. A dog hears a howling-like noise, and they just "join in" with the pack.
My first Yorkie did this all the time, and we could even get him to do it on command when we asked him to "sing." We would howl, and he would join us. Or, sometimes a siren or music would get him going. My second Yorkie never howled. The third one, who knows? She's just over 6 months old, so we'll see.
