A fair and reputable breeder should pay for the surgery..UP to the cost of the puppy. Any breeder who insists on returning the pup for a refund knows they are most likely home free. What pet owner wants to return their companion?plus LP can show up any time in 2 yrs or so. Perhaps if it showed up in the first few days the owner would not be as attached as a companion of a number of months.
IF the pup cost $700 and the surgery is $900..the breeder only has to refund the $700 price. Treat people fair and it always come back to you.
