For a puppy, any pads will do the job, some are just scented to attract them. But all of them require you to do the training
There is a spray you can buy at petsmart that you spray on the pad (smells like doggy urine) that will get them interested.
I highly recommend washable pads, there are sellers here that sell them. I have had the same ones for a looong time that I bought from Lil'bit and they are still going strong!! If you are going to transition to outside potty only, then probably wouldn't want them.
