When you're dealing with stubborn ears, it's better to shave the hair down to near the base of the ear. Shaving just the top third, like is usually recommended, isn't likely to do much good. Also, the hair on the ears grows really fast so it's best to shave them often (about every 4 or 5 days). Massaging also helps, but you have to keep them shaved along with that.
