The ears have to be kept shaven, and gently massaging can help too.. But your pup is what, 8 weeks now almost? It can take a little longer sometimes.
to keep them floppy, let the hair grown on the ears and it will weigh them down and they will most likely stay that way.
I have 2 with erect ears and 1 without. I love both looks but prefer them up.
