i agree, but honestly, people can have children easier than they can own dogs.
i know because i recently adopted a dog. i had to fill out a form with a bunch of questions and sign papers stating they could do a home visit, etc.
i never had to do that when i was pregnant with a child!
there was a story in the paper where i live not long ago where puppies were found in a creek, tied up in a trashbag - dead, of course. the guy only got charged with LITTERING because he said they were dead due to worms when he placed them in the bag. there was no way to prove if they were dead or alive when he put them in a bag and threw them in the river - so he got charged with littering. that's it. the same charge you or i would get for throwing a gum wrapper out the window (not that i would do that).
it's disgusting!
