I agree with what everyone else has advised. You need to ask your vet for a referral to an ophthalmologist. Our regular vets just don't have the equipment or expertise to diagnose and treat most eye diseases.

Too small or absent lacrimal (tear producing) glands are congenital in Yorkies. Did you get a health guarantee with Max?

Here's a great article about KCS. It also describes the corrective surgery.

KCS (Dry Eye)

Are you using the Genteal Severe Eye gel? That's the best. It needs to be applied 4-6 times day, more if possible. Dogs with dry eye are prone to eye ulcers and scar tissue which can cost them their vision so it's extremely important to keep the eyes lubricated.
