Sometimes my girls will walk when getting caught in the act. They make a bolt for the door, while peeing at the same time. I think because they know they are in trouble - but it just makes more of a mess for me to clean!
However it doesn't really sound like this is the case for your little guy. Have you talked to your vet about this? It could be a medical issue, maybe he is having problems holding it, or doesn't realize he is going.
