If you can find a field, or somewhere safe that is fenced in, i think your idea is a good one. Molly is a rescue yorkie and that method worked well for us.
Always have a bag of her favourite treats in your pocket. I take some kibble in a little pot,so when i shake it, it rattles. Molly has got used to it now and knows that when she hears that rattle,its treat time!
At first i used one of those extending leads, and tried the recall with that at its longest (just in case!!)
There are times when it doesnt work,when there are just too many distractions, so i am always very careful where i let her off her lead.
