No, he only has a collapsing trachea, but that condition causes sensitivities to allergens in the air or when he gets too excited. You know, Prince has never once worn a collar...only a step-in harness; his daddy and I were absolutely devastated when his doctor showed us the x-rays. (We still are.)
He has a good life, though. We make the most of the good days.
