I really don't know what I'm doing, as I'm still a newbie, but you might give this a try. Every time the dog is quiet give him a small treat. Eventually he may get the idea that quiet equates to a treat, and as long as he's barking, whining or whatever he gets nothing.

I had the problem with Ruger at first, and eventually he stopped and went to sleep. The problem is he'll do his best to train you -- smart dog!
