Default I vote for puppy 2

From a structure standpoint, puppy 2 has far better front and rear movement and better reach and drive. You also have a much nicer head carriage and a stronger topline. If you have the luxury of keeping them both until at least 6 months of age, I would do so before making a decision. If that's not an option, I would suggest parting with #1. This is assuming you don't have any issues with bite, patellas, or coat texture on either of them. Strong movement and topline rarely deteriorate, but a mediocre topline and structure can go either way. Sometimes things tighten up, other times they get just plain awful.
