I don't have a cat but do own a parrot (which flies) and she'll sometimes end up on the floor. I've trained all my 4 dogs to just ignore the parrot when that happens (training was done with their leash on and letting them get just close enough so they could smell her but not hurt her). Boogie, the parrot, was sometimes on the defensive and would try to bite if she thought the dogs would get too inquisitive for her taste. So now, when Boogie flies off, the dogs will go running to her but will stay at a respectful distance.

Try teaching Baily with a leash on and see if that would help to at least tolerate each other. Good luck
