The woman should call the police! The police will and should treat this as a crime, in the least animal conrol officers will be sent out to investigate and they have full authority to get all the information from the microchip company...speaking of which, my Scoobers was adopted from a pound, he was microchipped when dumped at the pound (puppy mills are not only the scum of the earth but very dumb people intellectually. The pound attempted to contact the registered persons to his chip, no response for a couple weeks after repeated messaging on the phone and formal notification by mail. Due to Scoobers poor health condition and behaviors tell telling of having been severely abused, the pound took legal control of Scoobers and adopted him to me. Although illegal, the microchip company did give me information in the registered party of his chip, they were listed as a "kennel" of designer breed dogs. I continually asked that animal control of the county 400 miles from the pound where Scoobers and another designer breed were dumped in a bag, in the middle of the night in poor health, well that the animal control of the registered kennel" investigate them. I was told I cannot get any information on the actions taken but that there was already an investigation because of th infomration, actions and events, not to mention the condition of the animals. It was frusterating to me to hear that "these things take time" and "well were so glad he has a loving home now" because what about all the other animals possibly suffering in the mean time? Sometimes you have to push law enforcement, but there are laws for a reason, and we need to exercise the enforcement of them by all means. Don't give up and stick with it, law enforcement moves slowly but they do take these things seriously, especially if you have photos, vet records, microchip registration etc. on your side. Hiring a private investigator or providing information proving that the animal is in the possession of this person sounds critical...but worth the effort of proving. I really hope Cookie makes it home soon, and it sounds like you are prepared for whatever events come up in the bringing him home part.
