This is what I did. I got a long leash, 26-feet I think, and worked with him outside. I used a treat every time, but it makes sense to at least intermittently use just praise. He's now pretty good when he's outside. He still runs from me in the house sometimes, but that's because he makes me laugh so hard it's become a game.
