Her behavior sounds normal to me. As long as she has not been in active labor for 9 hours I would not be concerned. She is getting restless and is looking for her spot to whelp those pups. Maybe you could put her in her whelping area and she would stay in that area. They tend to feel more comfortable that way.
Digging is only a sign, she could do this for days. Is she due yet?
