Smokey is like that to except he's 14 lbs. My cousin had two cats and we were living together, one of which was also super tiny (like 3 lbs) and skittish. Smokey scared the daylights out of that cat because he was so overbearing. They did eventually work it out between themselves. I did step in a few times and every time he went after one of the cats, I'd say "No" firmly and squirt him with a water bottle. It worked some. You could maybe try what people have done with a barking problem and try the "pennies in a can" trick. The problem with that is if you have a skittish cat, that will probably scare the heck out of her too. Honestly there isn't a whole lot other than work a lot on obedience with your dog (Bailey, right?). The problem that I found with mixing my two dogs and the two cats was the more I kept them separated, the worse the problem got because every time Smokey saw the cats, he would get so extremely excited and would scare them. The more we brought them together, Smokey would eventually calm down and get less excited all on his own. It was like when keeping them separated, the cats were a these little toys that he only got on special occasions and when they were together more, it was kind of less exciting I guess.
