Dog will sometimes scoot on the ground to wipe off the poop that has stuck to their butts.
The only reason why the dog is trying to bite the collar is because he/she is not use to it. Give your dog some time. I would suggest a cat collar that has the elastic just in case it catch on something if your puppy is going to wear his/her collar 24 hrs a day.
