To the OP, why don't you offer to help this girl with fighting the petshop? I'm sure animal control would be interested to know about the shop with the parvo outbreak. Perhaps you can also try to use this opportunity to teach this young girl an important lesson. At least she took the pup to the vet you recommended, so it doesn't seem like she doesn't want your help.
