My Teddi doesn't like to be in a bag but in the plane it is kind of loud and it moves so your pup should be fine in the bag under your seat because they can't really hear what is going on because of the plane noise and even if she makes some noise it probably won't be any big deal because she is under a seat muffled so no one will hear it either. I think we worry more than necessary.
