Just because it is not an open/compound fracture, (one that has opened up out of skin), does not mean that it might not be a greenstick or a comminuted fracture, (one in which the bones are splintered or crushed).

I have seen ones allowed to heal on their own without medical intervention and sometimes it disables the dogs gait for life, so getting an X-ray is the best possible course, just IMO.
Dogs don't show pain the way we do so it's impossible to guess at whether or not it is broken by the way she is acting.

I would think that $200 covers a set of X-rays, not just one.

Toy breeds are so prone to fractures because their legs are so tiny, you really need to rule it out. Hopefully it isn't anything serious, but better to be safe than sorry.
