Other vets might be lower, but isn't time relevant here? I mean I think I would get her treated, and then start looking for a vet I like better. Training hospitals can be good, there should be someone there to supervise, If you just don't feel like they can do the job, take her to another vet right away, but if it's broken, treating the break promptly might be the best thing to do. Hope she's ok, didn't know she had injured herself, was it a fall, or jumping from too high? I'm sorry you are going through this, and praying she get better soon. Does she act like she's in pain, if so, I'd definitely get the x-rays no matter what the cost.
