We started off putting beds in Morgan's crate, but then decided to keep swapping old pillows. So everytime she went potty on her pillow, it went to the wash and got replaced. She soon learned to stop so that she had something comfy and clean to sleep on. We also put a towel in there as well. I wouldn't recommend not putting a pad in the crate - the puppies need somewhere comfy to sleep.
