Oh, well, she is not even a year old yet. She probably has silky hair, doesn't she? It will thicken more over the next couple of years. Using the bands with care won't harm her. Go ahead. My girl had really thin hair after her puppy hair was gone and it has thickened over time. Her hair is straight and silky. We use bows and/or barrettes everyday.
