go back to limiting how much room he has....when being supervised i take it as having him within eyesight at all times....also when it comes to housebreaking you must be consistent...
what i normally would do is...right when you or he wakes up take him to his designation potty area rather outside or pee pad...give him the "go potty" command or whatever wording you would like to use.
then about 5-10 minutes after he eats and drinks do the same.
5-10 after he runs around and play
right after each nap.
and right before bed.
they need to be on a routine schedule...and as they get older they will learn to hold it in longer...hope that helps!
