Confused Is there hope?

Well, hello to you all. This is my first post.
I have searched this topic, and although there are multitudes of training questions...I still came up with no help.

I just got my first yorkie on friday, and I love him! He weighs 2 pounds, and is 9 weeks old. He is doing fairly well with the pee pads indoors (when I take him to them constantly), but he is not only confused at the idea of going outside to go to the bathroom, but he is terrified of the outdoors! It is getting cold and windy, and although I put a sweater on him, he just sits there, attempts to become as small as possible, and then shakes and whines...so we go in. (I even took a couple of his messes outside for him to smell later, but it didn’t work.) As soon as we go in, I often then take him to the pee pad by the door, and he goes! AHHHH! (but I still praise him...at least it’s not the floor) To make matters worse, I live in an apartment building, on the second floor. I feel like there is no hope to house train him. Should I just wait for spring, or would this let a whole new set of problems arise with trying to train an older dog? Thanks for the help, and I hope this all makes sense.
