I bet it is rabbits eating your tulips...those stink'n rabbits! They have tried eating my lilies when they come up in the Spring. One thing I did was buy nylon net at a fabric store...it's quite cheap. I covered the lilies and put rocks on the net to hold it down. That way you can still see the flowers, but the rabbits can't get them. It worked for me. I've also, in other areas of the yard, wet the leaves of the plant and then sprinkle cayenne pepper on them. It will stick to the plant if it's wet and rabbits don't like that hot taste. I have tried the human hair...one year it seemed to work well, but last summer, there was one stubborn rabbit that was trying my patience. He didn't seem to mind the hair at all. Good luck with saving your tulips! We still have lots of snow here...it will be a while before we see things coming up!
