It' can be annoying bringing a puppy outside at what seems like all the time, but the more consistent you are the better! The training guide covers this. Also, have you tried spraying the pads with puppy aid training spray? That sometimes can attract them to the area/pads and make them use them. Also, he should be confined to areas that aren't carpeted since so young. If that's impossible for some reason or another you may want to setup an Xpen and use washable pads and get some plastic cardboard material to put down underneath the pads, so you protect your carpet. I found this works well and I use it on my hardwood floors. I have my girl confined to an xpen when I can't watch her or when I'm away and I have the plastic cardboard down on the ground with the washable pads over them and I spray the pads. I also have PottyPark which is an artificial grass potty system, however; my girl has a broken leg so I haven't be able to try training her on that yet. It works wonders for some dogs, but not for all. Hope that helps a bit.
