Sounds like squirrels to me, but could also be chipmunks.

If you really want to keep your bulbs, then you need to feed these little guys elsewhere. Sounds a little strange, but squirrels/chipmunks can smell peanuts from very far distances, it is one of their favorite foods. So find a place in the far corner of your yard, and put peanuts there. They will get used to going there, and leave everything else alone. I have about 6 squirrels that I feed everyday, and my crocuses are coming up and none of them are being eaten, and they are right underneath the feeder .....LOL

Given a choice, animals will almost always chose nuts over anything growing in your yard!
