Honestly, I think it's odd when someone resurrects an old thread. Anyway, a quick google search shows

Overview of Puppy Age Sale Laws
It really is a dirty business. All the heartache that can be caused for selling pups to young which makes them susceptible to disease, and behavioral problems that can cause heartache for new puppy owners. But, seeing as how Hi Puppies is a pet store, maybe this information would hurt them more. There is a $250 fine for violation, or 30 days in jail for the state of California. So it they sold 10 dogs at 4 weeks old, that would be a $2500 fine, or 300 days in jail, and if the pup's parents get good lawyers, they could probably sue Hi Puppies for selling an under aged sick dog and recover some of their very expensive vet bills. I would seriously reconsider being in the "pet shop" business. I would run a boutique or daycare instead. So many people buy cute clothes and accessories for their pups and you can't break the law that way!
