I was looking at this question and answer and wondered if perhaps she had been confined for long periods of time by the previous owner.
 
Have a vet check out the dog first but 
I own a spinner and have rescued one. Both were spinners because of long term confinement in small spaces. PM/PetStore dogs do this as well. I can interrupt the dog I own with an obed command but after owning him for 6 yrs he still spins usually when he comes inside. The other was a GSD that was chained for 18 mos on a 2 foot chain, she also would spin when excited and we used her protection training to help her focus and reduce the spinning. Sometimes interrupting helps and sometimes using an obed command helps as does you leave when she spins but the few dogs I have known that were spinners were spinners always.

Anyway, I don't know if this could be it.  I noticed another person there stated it was excitement while another mentioned there was information about this on The Dog Whisperer site.  Hope you figure it out.
