Do you find after you've been out for a while they settle down? Usually just as you are near home? My 3 walk perfectly to heal when they are on their own which I ocassionally do just to reinforce the heal walking but like you say when they are together they just can't do it until they have been out awhile and then they seem to get into their stride lol. I think with my 3 dogs its a case of they all want to be just that little bit infront.
And i am sure you give them both the same attention so ignore the poster who thinks they should be walked separately. Perhaps occassionally as I do just to keep reinforcing the good walking and they will eventually learn to walk together, well for your sake I hope they do.
