Whether it's biting or playing, you need to yelp loudly every single time. That's how they teach each other not to bite & play too rough. You can follow that with 'no bite' command. 12 week pups have had the benefit of 4 more weeks of that important training from each other for biting & other socialization skills. It's not a complete cure all, but they are better than at 8 weeks. When he gets to playing to rough & biting, all play stops & ignore him until he settles down.
To some extent, you have to allow for them teething & having very sore painful gums. They need to chew. It's a hard time to get through, but it will pass in a few months as they get their permanent teeth in. Have plenty of toys for him to satisfy his need to chew. Squeaky toys are great for creating a diversion from naughty behavior.
