I looked at these pictures and I agree it does look bad,, but in looking closer, it looks like it is an ex pen that he is in. The rust cannot be healthy tho. From reading the owners post, it seems like she is young and in need of some guidance. I don't get the impression that she is intentionally mistreating the puppy in any way.. just that she has no idea how to train him.
