At what age is the puppy hair typically gone?

I cannot remember with Maximo because he never really had any problems with his puppy hair. My 9-month old Teddy is different. He is silky on top, but his legs and hips remind me of the softer puppy coat. Maximo's hips (top of rear legs) were the last part of him turn silky.

I'm trying to decide if Teddy will end up with a combination coat or if he is just taking longer to change. His hair is also slower growing than Maximo's.
