Default Snapping when he feels like he is in danger???

Cooper is 17 weeks old and I've had him for about 4 weeks. He has snapped at people on several different occasions. The first vet visit I took him too he snapped at the vet while he was examining him. Yesterday I took him to the vet and the tech was clipping his nails and trying to cut the hair out of his eyes and he snapped at her. He has also snapped at my brother in law. I feel like he snaps when maybe he thinks he is in danger. We take him on walks in the neighborhood and he will snap at another dog if it approaches him. If I introduce him slowly to another dog and let them sniff each other he does much better but he does not want one to walk straight up to him. My questions is...how do I control this. I want to put a stop too it before it gets way out of control.
